Are Henry Kerner and Congress safeguarding the swamp?
Henry Kerner is the plug at the center of the swamp. He is in charge of the Office of Special Counsel (OSC). His job is to investigate and prosecute corruption cases on Capitol Hill.

He has a perfect record protecting the swamp. No one has been referred for criminal prosecution under his watch.

According to its web site, the OSC's "primary mission is to safeguard the merit system by protecting federal employees and applicants from prohibited personnel practices, especially reprisal for whistleblowing."

Kerner is named on page two of a 228-page federal report dated Sept. 5, 2014 subtitled "IRS Targeting Tea Party Groups". Kerner was its Director.

Kerner worked for both Darrell Issa (R-CA) and Jason Chaffetz (R-UT).
Issa served as Chairman of the House Oversight and Government Reform Committee from January 2011 to January 2015.
Chaffetz was the chairman of the United States House Committee on Oversight and Government Reform from 2015 until 2017.
Kerner was the Staff Director under Sen. John McCain (R-AZ) when McCain chaired the Senate Permanent Subcommittee on Investigations.

Voters have a chance in November to pull the plug on Congress.
