FISA court declined 12 of 33,942 warrant applications in 33 years
Since its creation in 1979, the FISA Court has approved 33,942 warrants while declining 12. During the eight years Barack Obama was President, his administration filed 12,214 FISA warrants.

Of those declined, nine were in 2016, the year of the last Presidential Election. These numbers are from the Court's website.
FISA stands for the Foreign Intelligence Surveillance Act.
