Accepting $54 million grant in exchange for "no-arrest" policy ended police protection in Broward County, Florida
The federal grant for $53,808,909 was meant for Teacher Incentive Awards for Broward County Public Schools (BCPS). Instead, their local sheriff's office became a social services agency. Acceptance of the grant meant the end of police protection in Broward County, Florida.
The Parkland High School shooting where 17 were killed involving Nikolas Cruz is in the Sheriff's jurisdiction of Broward County. It is located in the Miami area.
The Broward County Public Schools has 270,000 students. It is the sixth largest school district in the country.
The $54 million came with more terms. The Broward County Sheriff's Office had to adopt the Obama Administration's new no-arrest policy to lower crime statistics. President Barack Obama issued an Executive Order to initiate the "Progress" Program:
Last year, Parkland, Florida, with a population of 31,507, was named Florida's safest city. It had reported seven crimes involving people and 186 involving property theft.

Reducing crime in America is easy. Create false FBI Crime Reports. Adopt a written policy instructing law enforcement officers to stop making arrests. And never, ever fill out an FBI Crime Form.
It was department policy to issue "civil citations" rather than making felony arrests. This policy was made "mandatory for Broward Sheriff Office (BSO) deputies", said Sheriff Scott Israel.
"As our sheriff, I successfully implemented new policies and approaches to public safety that sharply reduced violent crime and burglary rates", said the Sheriff. They were "the sharpest declines in the entire State of Florida."
To date, the 17 school murders at Parkland High School in Broward County have never been reported as a crime. To the FBI, it's like they never happened.

The $54 million was used by the Sheriff to turn his deputies into full-time campaign staffers. The deputies were no longer law enforcement officers. They were no longer making arrests. They were now called, "School Resource Officers".
Sheriff Israel openly bragged about his "new" policy:
"I want the community to understand we are not a law enforcement agency," said Broward County Sheriff Scott Israel. The remark is captured on the video at the end of this post. The video was for the Sheriff's campaign for office.

Sheriff Israel has never had an active shooter drill for his department. However, the Broward County Sheriff's Department has had "Diversity Training" four times, "De-escalation Training" three times, and "Sensitivity Training" three times.
There are 40 investigations by the Broward County State Attorney’s office into misconduct by Sheriff Israel's deputies and employees. This includes political campaigning during work, which is theft in office, a felony.
Sheriff Israel isn't the only local authority involved. It also involves the Broward Public School District. Its Superintendent is Robert Runcie. He was Superintendent of Chicago City Schools. The Broward County Promise Program agreement is attached here:
Runcie received the Florida Superintendent of the Year Award in 2013.

“We have got to turn our anger, our frustration, our rage to action…we’ve got to vote, we’ve got to vote, we’ve got to vote”, said Supt. Runcie. “We need those common sense gun laws now”.
Runcie was Chief of Staff to the Chicago Board of Education before becoming Broward County Public Schools Superintendent.
His former boss in Chicago was Arne Duncan, who became U.S. Secretary of Education under the Obama Administration. In Chicago, their public school district is headed by Chicago's Mayor, Rahm Emanuel, who was the previous Chief of Staff to President Barack Obama.
Chicago leads the country in murders followed by Baltimore.

Updated March 21st:
Last Wednesday, students from Great Mills High School in Southern Maryland joined a nationwide “school walkout” to call for gun control.
Yesterday, a 34-year-old SWAT-trained Deputy Sheriff, Blaine Gaskill, heard shots fired at his assigned post at the High School.
Within a minute, the shooter was dead. Gaskill was uninjured. Two students were shot, one is in the hospital but is critically injured.
How is this different from the Parkland High School, Florida shooting that left 17 dead a month ago?
What's next? More gun controls? Or more trained officers and school personnel carrying firearms in schools?
Only Baltimore City Schools (BCS) is without armed officers in public schools locally. BCS received Progress Program grants like Parkland City Schools.
