Sheriff Scott Israel runs his department in Broward County, Florida as a social services agency. His deputies have never received active shooter or any other law enforcement training.
According to the Sheriff, "We are not a policing agency."
The Parkland High School shootings, where 17 students were killed, are in his jurisdiction. It is in a suburban location in Miami, Florida.
