Who told Prosecutor to lose Flynn Intel case?

The Flynn Intel Group (FIG) trial hinged on one issue:
Did Flynn partners Bijan Kian Kiani Rafiekian and Mike Flynn know they were violating the law by failing to file paperwork with the Justice Department to make their spying for Turkey legal?
Yes.
First, they were told by their attorney, Robert Kelner, to file on August, 2016.
Kian said “No.”
He failed to sign an engagement letter to hire Kelner.

Rob Kelner is “an expert in FARA law”, according to defense attorneys.
They said so when cross-examining him in Day One of the trial.
Secondly, another evidence exhibit reaffirms the top set of exhibit images.
It is the record of a 30-hour interrogation of Kelner by the FBI and the DOJ’s James P. Gillis.
The DOJ stands for Department of Justice.
The Justice Department prosecutes violations of federal non-criminal and criminal law.
Kelner told the FBI and Justice Department prosecutors including Gillis that Kian knew he had to file a FARA application for FIG.
FARA stands for Foreign Agents Registration Act.
FIG stands for Flynn Intel Group.
Who did the interrogating of Kelner?
Prosecutor James P. Gillis.
Then there is the emails between Flynn and Rafiekian dated Jan. 21st, 2017.
One day after the inauguration of President Donald J. Trump.
Flynn thanks Rafiekian for “taking care” of the FARA registration.
The retainer was $30,000.
The prosecution introduced them into evidence:
Prosecutors also submitted evidence that directly tied Turkey to Flynn Intel Group.
