An Inspector General (IG) is assigned to every federal agency. Their job is to investigate fraud, waste, and abuse within their assigned agency. The IG can refer for prosecution. Only the Justice Department can prosecute.
Since Giacalone retired and is no longer a federal employee, he was unable to be questioned by the Office of Inspector General. The IG's Office can only question federal employees.
Michael Horowitz is IG for the Justice Department.
