Nearly everyone in Los Angeles County, California had their personal data, including their medical history, sent to China.

In addition, most of the rest of the country had it happen to them too.

Konnech contractors like Luis Naborgoi Puente also work for Scytl Inc.

Their offices are in:

  • Barcelona, Spain

  • Brussels, Belgium, and

  • Malta

The data is in the encrypted device.

Held by Luke Sisak, Prosecutor for the people of Los Angeles.

He leads a team of prosecutors and criminal investigators.

Trying to put away Jianwei “Eugene Wei” Yu in jail for a very long time.

Yu is Konnech's CEO.

This China-based company has contracts to run voting machine systems in thousands of Election Boards throughout the U.S.

Yu’s next hearing is Tuesday at 8:30 a.m. at the Clara Shortridge Foltz Criminal Justice Center.

At issue is Yu’s encrypted device.

The defense wants it returned and excluded as evidence.

The prosecutor wants the device opened by order of the court.

Stay tuned.

In the meantime, LA’s data breach has never been fixed.

And never will be because Konnech has a permanent “back door” in its software.

It gives China and others access to Konnech’s data.

Any time.

It was admitted to in emails by Konnech’s Project Manager for LA, Luis Nabergoi Puente.

Prosecutors submitted them to a Judge in order to get an arrest warrant issued for Yu.

Luis is also a contractor in Barcelona, Spain for Scytl, another voting systems company with control of 50 million votes in 20 states.

Kelly Shettler is the other Konnech contractor working as a Project Manager for Los Angeles.

Konnech has one employee—Eugene Yu.

The rest are independent contractors.

He has no control over their work product.

Contractors can leak Election Board data:

  • anywhere

  • anytime

  • to anyone

What can one person do?

File an insurance claim for breach of contract for:

  • theft of personal data sent to China caused by cyber breaches

  • by an insolvent company

First, make a public information request for a copy of:

  • the Board of Elections’ contract with Konnect

  • other liability or umbrella policies

  • what public officials are bonded for theft, malfeasance, or breach of duty in office, and for how much?

Then ask how to file a claim.

Ask who?

In the case of Los Angeles County, file a claim with the:

  • General Counsel

  • Prosecutor, Civil (non-criminal) Branch

In Los Angeles, Dawyn R. Harrison is the General Counsel for the County of Los Angeles.

Harrison’s staff has over 300 attorneys.

These bureaucrats delay your requests for public information for weeks.

Then months.

To get answers now, show up in person and wait.

Anticipate spending all day sitting there.

Then file a claim yourself.

By calling the insurance companies’ fraud department.

They will open up an investigation in less than a week.

Name every person on the Board of Elections staff as a co-conspirator.

Watch them turn into whistleblowers to save their jobs.

Thirdly, can the contract be canceled or terminated because Konnech closed down its U.S. headquarters in E. Lansing, Michigan on Oct. 14th?

Fourthly, who else has data access?

There are other LA County vendors like Scytl with access to the personal data of everyone living in Los Angeles.

Scytl?

Another voting machine system.

Their headquarters is based in Barcelona, Spain.

That collects data from other voting systems like Dominion.

Scytl admits its voter systems are used in 28 states in 980 elections.

The Paragon Group bought Scytl two years ago.

Paragon is based in Malta.

And five days to “remedy service problems” like fixing “back-doors”.

And if those system problems happen during the election cycle, what happens?

Editor’s note

There are several layers of insurance in county governments.

At the top is the General Liability coverage for the County Government. Below that is the Board of Elections.

They have one too.

Then there should be one between the Election Board and the company that sold them their voting machine system.

There are at least three different companies covering the same thing under policies with three different companies.

Start at the top and go down.

The County's general liability or umbrella policy has to cover the gaps in coverage.

File claims with:

  • a carrier who has the County’s General Liability coverage

  • the County Board of Elections

  • the policy between the county agency who signed the contract with Konnech or other voting machine company
