How Congress destroyed the Constitution by replacing it with an International WHO Treaty
The International Health Regulations (IHR) are instruments of international law.
So are treaties.

"Notification to WHO marks the beginning of an exclusive dialogue between the notifying State Party and WHO on further event assessment, potential investigation and any appropriate local or global public health response."

Why?
Because International laws govern rules between countries, not who rules a country.
