President Clinton starts spying on citizens 18 years before the FBI did with Crossfire Hurricane

President Bill Clinton was the first to begin a secret spy program against American citizens. He did it by signing a 15-page Presidential Decision Directive 62 (PDD-62) dated May 22, 1998. It was declassified and released three days ago.

Unlike an Executive Order, a PDD needs no Congressional approval and can remain top secret for 20 years.

Crossfire Hurricane was a secret spy program against 30,055 American citizens. It was ruled illegal by the FISA court (Foreign Intelligence Surveillance Act).
