The scheme was hatched by President Barack Obama in June 2011.
It is being enforced by the Cleveland Federal District Court for seven years.
The same court that thought bussing was a good idea and ordered it.
Billions of dollars were funneled into the hands of attorneys.
Squandered.
It never was used to improve the quality of public education in Cleveland.
Instead, segregation was accelerated.
People and corporations left major American cities and moved to the suburbs.
At one time, Cleveland was the fifth-largest city in America with 1.3 million people.
According to the last census, its population is less than 300,000.
The federal consent decree is in the case of the United States of America versus the City of Cleveland, U.S. District Court for the Northern District of Ohio, case No. 1:15-cv-2046.
It was started by Eric Holder on Dec. 4th, 2014.
